Go to System Preferences-> Security & Privacy -> Select Privacy tab and then the Accessibility tab on the left column. Click the box next to Pro Tools to allow access. If Defaulter is not adjusting clip gain on your system, you might have inadvertently denied one of the warning prompts when first launched (sometimes they hide behind other windows).
